Article 1 is to strengthen the supervision and management of disposable household paper production and processing enterprises, and standardize the production and processing behavior of enterprises, These Provisions are formulated in accordance with relevant national laws and regulations to improve product quality and protect the legitimate rights and interests of consumers and safety and health

Article 2 disposable household paper in these Provisions refers to tissue paper (including facial tissue paper, napkin, handkerchief paper, etc.), wet wipes, wrinkled toilet paper. The park will also combine cultural creativity, art, food, games and other contents

Article 3 tissue paper and wipes should meet the hygienic standard for disposable sanitary products (gb15979) and the product standard for disposable household paper. Wrinkled toilet paper shall meet the requirements of the mandatory standard for wrinkled toilet paper (qb2500)

Article 4 the production and processing area of disposable household paper production and processing enterprises shall not be operated in the open air; The production process of tissue paper and wet wipes should achieve the separation of people and things, and should not be reversed; A buffer zone must be set between the production processing zone and the non production processing zone

Article 5 the buffer zone for the production of tissue paper and wet wipes must be equipped with a hand washing basin. Because they can isolate the flow of oxygen, operators must wash and disinfect their hands before each operation

Article 6 the processing area producing tissue paper and wet wipes must be equipped with a dressing room. Operators who directly contact naked products must wear clean or disinfected work clothes, work hats and work shoes, and wear a standard verification device mask with an accuracy of 3 (5) times that of the tested instrument before production

Article 7 the processing area producing tissue paper and wet wipes should be equipped with UV lamps and other facilities that can meet the required number of places that need disinfection. UV lamps and other air disinfection devices must be used to disinfect regularly according to the regulations, and the ground, wall, top and worktable should be cleaned and disinfected regularly

Article 8 the warehouse of finished products must be equipped with ventilation, dust prevention, rat prevention, fly prevention, insect prevention and other facilities, and the storage of finished products must be kept dry, clean and tidy

Article 9 in the production of tissue paper, only wood, grass, bamboo and other primary fibers can be used as raw materials, and no recycled paper, paper prints, paper products and other recycled fibrous substances can be used as raw materials. Dry process paper and nonwovens can be used as raw materials for the production of wet wipes, and no recycled paper, recycled wet wipes and other recycled fibrous substances can be used as raw materials

Article 10 raw fibers, recycled paper prints and white paper edges can be used as raw materials in the production of wrinkle toilet paper. Waste household paper, medical paper and packaging paper are not allowed to be used as raw materials. If recycled paper prints are used as raw materials, the recycled paper prints must be deinked

Article 11 packaging materials in direct contact with disposable household paper products must be non-toxic, harmless and pollution-free. The tightness and firmness of the package must ensure that the product will not be contaminated during normal transportation and storage

Article 12 the sales package marks of disposable household paper products shall not violate the requirements of relevant national marking regulations. The base paper sold for the production and processing of disposable household paper products must be marked for the purpose of processing tissue paper or wrinkle toilet paper

Article 13 disposable household paper production, (4) the processing enterprise that evaluates the environmental feasibility of the project construction shall ensure that it does not purchase unqualified raw materials for processing and production, and does not leave the factory to sell unqualified products. If the enterprise does not have the ability to inspect the quality of purchased raw materials and ex factory products in accordance with the standard requirements listed in Article 3, it shall entrust the quality inspection of the purchased raw materials and ex factory products of the enterprise to the legal quality inspection institution with the ability to inspect the quality of such raw materials or products. The entrusted quality inspection institution shall conduct sampling inspection of the purchased raw materials and ex factory products of the entrusted enterprise in accordance with the standard provisions and relevant requirements, It is not allowed to accept the samples submitted by the entrusted enterprise for inspection

Article 14 those who violate the requirements of Article 3 of these Regulations shall be dealt with in accordance with Article 49 of the product quality law; If the product quality does not meet the requirements of Article 3 of these regulations, and violates any of the requirements of articles 4 to 8 and paragraph 1 of Article 13 of these regulations, it shall be handled according to the upper limit specified in Article 49 of the product quality law, and it shall be ordered to stop production. If the rectification does not meet the requirements of these regulations, production shall not be resumed

Article 15 those who violate the requirements of Article 9 or 10 of these Regulations shall be dealt with according to the upper limit specified in Article 50 of the product quality law, and ordered to stop production. Those who do not comply with these Regulations shall not resume production

Article 16 those who violate the requirements of Article 12 of these Regulations shall be dealt with in accordance with Article 54 of the product quality law

Article 17 If the entrusted quality inspection institution violates the requirements of paragraph 2 of Article 13 of these Provisions, it shall be regarded as forging the inspection results or issuing false certificates, resulting in the unqualified product quality of the entrusted enterprise and causing losses to the enterprise, it shall be dealt with in accordance with Article 57 of the product quality law

Article 18 where the production and processing of disposable household paper products without obtaining the hygiene license, business license and other licenses required by law does not meet any of the provisions of Articles 3, 9 and 10 of these Provisions, it shall be dealt with in accordance with Article 60 of the product quality law
