Chapter I General Provisions

Article 1 These Regulations are formulated in order to strengthen the administration of the printing industry, safeguard the legitimate rights and interests of printing operators and social public interests, and promote the construction of socialist spiritual and material civilization

Article 2 These Regulations are applicable to the printing business activities of publications, packaging and decoration printed materials and other printed materials. Publications referred to in these Regulations include newspapers, periodicals, books, maps, New Year pictures, pictures, wall calendars, picture albums, audio-visual products, binding covers of electronic publications, etc. The term "packaging and decoration printing materials" as mentioned in these Regulations includes trademark logos, color packaging boxes (bags), paper packaging supplies, printed iron cans, advertising materials with the content of introducing products, etc. Other printed matters referred to in these Regulations include documents, materials, charts, tickets, business cards, etc. The term "printing business activities" as mentioned in these Regulations refers to the business of typesetting, plate making, printing, binding, copying, photocopying, printing and other activities

Article 4 the publication administration department of the State Council shall be responsible for the supervision and administration of the printing industry in accordance with the provisions of these regulations; Among them, the printing business activities of packaging and decoration printed matter are supervised and managed by the institutions authorized by the State Council. The public security department and the administrative department for Industry and commerce under the State Council are responsible for the supervision and administration of the printing industry within their respective functions and responsibilities. The administrative departments and their duties of the local people's governments at or above the county level in charge of publishing, packaging and decorating printed materials shall be prescribed by the people's governments of provinces, autonomous regions and municipalities directly under the central government

Article 5 social organizations in the printing industry shall implement self-discipline management in accordance with their articles of association and under the guidance of the competent business departments

Chapter II Establishment of printing enterprises Article 6 the State implements a printing business license system. Without approval, no unit or individual may engage in printing business activities

Article 7 to establish a printing enterprise, the following conditions shall be met: (1) having the name and articles of association of the enterprise; （2） There is a definite business scope; （3） Having production and business premises, necessary equipment and other production and business conditions; （4） Having organizations and personnel that meet the needs of business scope; （5） Other conditions stipulated by relevant laws and administrative regulations. In addition to the provisions of the preceding paragraph, the examination and approval of the establishment of printing enterprises shall also comply with the national plan on the total amount, structure and layout of printing enterprises

Article 8 to establish a publication printing enterprise, an application shall be submitted to the publication administration department of the people's Government of the province, autonomous region or municipality directly under the central government where it is located. After examination and approval, it shall obtain a publication printing license, and apply to the public security department with a license in accordance with the relevant provisions of the state. After obtaining a special industry license, it shall apply for registration with the administrative department for Industry and commerce with a publication printing license and a special industry license, Only after obtaining the business license can publications be printed

Article 9 to establish a packaging and decoration printing enterprise, an application shall be submitted to the packaging and decoration printing management department specified by the people's Government of the province, autonomous region or municipality directly under the central government where it is located. After examination and approval, it shall obtain the packaging and decoration printing license, and apply to the public security department with the license in accordance with the relevant regulations of the state. After approval and obtaining the special industry license, it shall hold the packaging and decoration printing license The special industry license shall apply to the administrative department for Industry and Commerce for registration, and the packaging and decoration printed products can be printed only after the business license is obtained

Article 10 Where an established packaging and decoration printing enterprise applies for concurrent publication printing, it shall apply to the publication administration department of the people's Government of the province, autonomous region or municipality where it is located. After examination and approval, it shall apply for change registration with the public security department and the administrative department for Industry and Commerce in accordance with the relevant provisions of the state. Article 11 a publication printing enterprise that has been established to apply for concurrent operation of packaging and decoration printing shall apply to the packaging and decoration printing management department specified by the people's Government of the province, autonomous region or directly administered region where it is located. After examination and approval, and obtaining the packaging and decoration printing license, it shall apply for change registration to the public security department and the administrative department for Industry and Commerce in accordance with the relevant provisions of the state, and upon approval, Before printing packaging and decoration prints

Article 13 the establishment of a Chinese foreign equity joint venture or a Chinese foreign contractual joint venture that prints publications or other printed matter shall be subject to the consent of the publication administration department of the people's Government of the province, autonomous region or municipality directly under the central government where it is located, and shall go through other procedures according to law after being examined and approved by the national publication administration department

Article 14 the establishment of a Chinese foreign equity joint venture or a Chinese foreign contractual joint venture for printing packaging and decoration printed matter shall be subject to the consent of the packaging and decoration printed matter administration department stipulated by the people's Government of the province, autonomous region or municipality directly under the central government where it is located, and shall be reported to the institution authorized by the State Council for examination and approval before going through other procedures in accordance with the law

Article 15 it is prohibited to establish all kinds of printing enterprises wholly foreign-owned

Article 16 the change of major registration items, suspension, transfer, merger, division or relocation of printing operators must be approved by the original examination and approval department, and the change registration and cancellation registration must be handled with the original public security department and the administrative department for Industry and commerce

Article 17 If a printing plant (Office) is set up within a unit, it must go through the registration procedures with the administrative department in charge of publishing and the Security Department of the local people's government at or above the county level, and then report to the public security department for the record in accordance with the relevant provisions of the state, and shall not engage in printing business activities; Those engaged in printing business activities must go through the formalities in accordance with the provisions of this chapter

Article 18 the provisions of this chapter are applicable to single printing business activities such as typesetting, plate making, binding, copying, photocopying, printing, etc

if a printing enterprise undertakes to print books and periodicals entrusted by a publishing unit, the printing enterprise must verify and store the books and periodicals printing authorization sealed by the publishing unit; Those who undertake the printing of newspapers entrusted by publishing units must verify the newspaper registration certificate; For those who undertake the printing of supplements to newspapers and periodicals commissioned by publishing units, in addition to verifying the registration certificate, they must also verify the approval documents or printing permit of the publishing administrative department

Article 23 If a printing enterprise undertakes the printing of internal information publications, it must verify the printing permit issued by the publishing Administration Department of the people's Government of the province, autonomous region or municipality directly under the central government

Article 24 for printing publications across provinces, autonomous regions, and municipalities directly under the central government, the printing enterprise must verify the approval documents issued by the publishing Administration Department of the people's Government of the province, autonomous region, or municipality directly under the central government where the printing enterprise is located, as well as the license issued by the publishing Administration Department of the people's Government of the province, autonomous region, or municipality directly under the central government where the printing enterprise is located

Article 25 to undertake the printing of overseas publications, the printing enterprise must hold the legal certificate of copyright and obtain the approval of the publication administration department of the people's Government of the province, autonomous region or municipality directly under the central government; All printed publications must be transported out of the country and may not be sold in China

Article 26 a commissioned printing unit must, in accordance with the relevant provisions of the state, publish the name and address of the publishing unit, book number, publication number or edition number, publication date or period, the true name and address of the printing enterprise and other relevant matters on the commissioned printing publications

Article 27 the printing undertaking enterprise shall not sell, overprint without authorization or accept the entrustment of a third party to overprint the entrusted publications, and shall not steal the publications

Article 28 the printing undertaking enterprise shall not rent, lend, sell or transfer the paper type of publications and printing negatives commissioned by the publishing unit to other units or individuals in any other way

Article 29 printing enterprises shall not compile, print, subscribe to or sell publications, and shall not print or sell publications in the name of others

Article 30 packaging and decoration printing enterprises shall not print counterfeit or forged trademarks and commodity packaging and decoration printing materials of others, and shall not print false advertisements, instructions and other propaganda materials that may mislead consumers

Article 31 for those who undertake the printing of advertising materials with the content of introducing products, the printing enterprise must verify the printing permit issued by the packaging and decoration printing materials management department in accordance with the relevant provisions of the state, and verify the business license and advertising business qualification certificate of the entrusted printing unit

Article 32 those who undertake the printing of trademark logos shall be subject to the provisions of the state on the administration of trademark printing
